What is an ITIN used for?

An ITIN is a tax processing number the IRS issues to people who cannot get a social security number so they can comply with U.S. tax laws. They are issued regardless of immigration status, because both resident and nonresident aliens may have a U.S. tax filing requirement under the Internal Revenue Code. If you are required to file a U.S. tax return because you owe taxes or you want to claim a refund of over-withheld tax, you are eligible to obtain an ITIN.
